The book is the fourth edition of the article-by-article commentary to Federal Law No. 99-FZ of May 4, 2011 «On Licensing of Certain Types of Activities» as amended, including Federal Laws No. 403-FZ of December 6,2021 and No. 490-FZ of December 30,2021. A comparative analysis was carried out with the provisions of the «predecessor» – Federal Law No. 128-FZ of August 8,2001 «On Licensing of certain types of activities».The widest range of Legislative and other regulatory Legal acts of the Russian Federation has been used.
The fourth edition of the book is due to the introduction of conceptual changes to the commented Law by Federal Law No. 478-FZ of December 27,2019 as part of the implementation of the registry model for the provision of public services for Licensing certain types of activities (the changes came into force on January 1,2021) and Federal Law No. 170-FZ of June 11,2021 in connection with by the adoption of Federal Law No. 248-FZ of July 31,2020 «On State Control (Supervision) and Municipal Control in the Russian Federation» (the vast majority of the amendments entered into force on March 1,2022).
The book is intended primarily for Law enforcement officers – managers and employees of organizations, individual entrepreneurs who are Licensees and License applicants, as well as officials of Licensing authorities.The book will also be useful to anyone who is interested in the regulation of Licensing of certain types of activities in Russia.
